The regional rural development strategy. A model in three parts (and two loose fragments)

Abstract

For several decades the concept of strategy has been adopted by management science, political, and business as a methodological and operational criteria for defining a set of actions aimed at achieving certain goals. Development planning has been no exception. Strategic vision provides coherence and unity to the different stages of the planning process, especially in conflict settings, where there is a wide variety of actors, institutions, or even conflicting divergent interests.

The aim of this paper is to propose and test a strategic model for promoting regional development, which has practical applications in the development, implementation and evaluation of interventions in rural areas.

The main contribution of this work lies in the reflection on the relevance and feasibility of the strategic vision, as a tool for dealing with uncertainty and complexity conditions prevailing under the new contexts.
