Tourism governance in certified beaches. Case: clean beaches committee in Mazatlan and Ahome, Sinaloa

Abstract

This work presents advances in the partial results of the research, in which the main objective is to analyze the effects of tourism governance with the Clean Beach Committees (CPL), on beaches certified by the nmx-aa-120-scfi-2006 for recreational use, such as Maviri beach in the municipality of Ahome and Gaviotas beach in Mazatlan, Sinaloa state-Mexico. At the same time, the aim is to identify the type of structure and the principles of tourist governance that are implemented in these beaches and to characterize the type of network that the CPLs are within the framework of tourist governance. The methodology used is a mixed approach, which through the data obtained through surveys and semi-structured interviews will allow the applicability of the Ucinet software program and the Statistical Package for the Social Sciences (SPSS), to have an explanatory research scope. The main results and conclusions are that the CPLs are made up of representatives of the public and private sectors, whose work is affected when there are changes of government that intervene in the appointment of new civil servants in the public entities especially; The work plan of the committees is framed from the central level and agreed at local level where it is a priority to certify and maintain the certification of these beaches; The committees do not function and have no characteristics as a public policy network or as a network of government, it is predicted that it is a mixed network model between these two types of network within the tourist governance.
