The social comptroller as an initiative of communal councils in Venezuela

Abstract

The present work has as objective to explain the social comptroller in the communal councils in Venezuela, specifically in the communal council Catatumbo International of the parish Ricaurte of the municipality Mara of the Zulia State-Venezuela, during the period 2013-2017, like novel strategies promoted in Venezuela to carry out transformations and create popular power after the promulgation of the Constitution of the Bolivarian Republic of Venezuela (CRBV) of 1999. This study was developed using a non-experimental field design, with a descriptive study, for which it was applied a semi-structured interview with the spokespersons and spokespersons of the communal council, elected in the assembly of citizens. The results show that the social comptroller is a legally contemplated principle, however, it shows variable behaviors, because its applicability depends on the degree of involvement of citizens. It is concluded that there is a link between the social comptroller and the communal councils, starting from the correspondence of the Government-University-Community sectors, to make viable transformations that contribute in the elaboration and execution of community projects for the solution of the problems that affect the society, driven by the communal councils.
