DIVIDED GOVERNMENTS: A COMPARATIVE STUDY ABOUT THE EXECUTIVE-LEGISLATIVE RELATIONSHIPS IN THE SUBNATIONAL SCOPE IN MEXICO DURING THE 2018-2020 PERIOD

During 2018 there were subnational elections in 30 of the 32 states. 15 divided governments emerged from this electoral process. This article makes a comparative between the executive-legislative relations in the states of Sinaloa, Oaxaca and Yucatán in the period 2018-2020, this, with the objective of explaining the elements that may have an influence on some States with divided government can maintain a relationship of cooperation while others maintain a relationship of conflict, to know this we conducted a review of files and documents and we interviewed deputies on each congresses in the tree states. The proposed hypothesis is that the type of executive-legislative relationship is a direct consequence of political leadership. The results confirm that political leadership does indeed influence, but it is not the only variable, there are other factors such as political experience, the political parties that side with the governor in Congress, the relationship with the federal administration and the cooperation between political parties, can be potential variables that affect the type of executive-legislative relationship.
