Interoperability Process When Applying Digital Governance Strategies Based on the Naser Taxonomy

Abstract

This article is based on the approaches derived from the activities promoted by the technical assistance in government interoperability provided by the Economic Commission for Latin America and the Caribbean (ECLAC) to the Ministry of Science, Technology and Telecommunications to developing countries such as Mexico, with the purpose of creating a critical path that would allow suggesting technological and digital processes in public institutions, in order to offer greater interoperability between institutions and departments of the public administration, and their information systems. This research is based on the research question: What processes integrate the digital interoperability method for governance based on Naser's taxonomy? This research uses a qualitative methodology, exploratory and descriptive, using the method of systematic analysis of scientific literature to identify the reasons for its application and the benefits, without ruling out the possible limitations of its application in Mexico. The main findings of the research indicate that Mexico has implemented digital citizen strategies that approximate the models of institutionalization of digital governance proposed by the OECD, following the digital transformation office model scheme from the central coordination of digital platforms based on common standards and procedures throughout the government.
