Participación ciudadana en la planeación municipal de San Sebastián Río Hondo y San Mateo Río Hondo, Oaxaca

In Mexico municipal planning stands out from the decade of the 80’s with the National System of Democratic Planning (SNPD), as well as the creation of laws that allow citizen inclusion, later in Oaxaca in the decade of the 90’s s a new electoral political regime inclusive of indigenous peoples is allowed and in the 21st century its legislation favors the integration of mechanisms that promote active participation in its planning for development. The purpose of this document is to present a comparative study of case studies on development planning processes in two municipalities of the Sierra Sur region of Oaxaca. Where the mechanisms
that were found were similar, however the levels were not, on the one hand San Mateo Río Hondo governed by Political Parties is at a middle level where there is only dialogue in the government-society relationship, while in San Sebastián Río Hondo governed by the Internal Regulatory System, is in a process of maturation reaching the high level of co-management as with respect to decision-making he people are the ones who decide. Its characteristics are similar in terms of its social, economic and cultural context, but politically there is an intervention that makes a difference in municipal planning due to the ideology of the political party that is in power. Under an explanatory methodology, documentary information is triangulated with semi-structured interviews with key actors (committees, service providers and municipal authorities) that allows identifying and exposing what happens in this society-government relationship.
