Transitar de políticas cluster a entornos innovadores, análisis de dos iniciativas

Based on Porter’s contributions on clusters, public policies have multiplied in the last decades with this approach, giving rise to cluster initiatives, in the search to promote the creation and development of clusters in order to generate an environment conducive to stimulate innovation and competitiveness of a sector in a given region, from the dynamism in the interaction, exchange of knowledge
and cooperation between its different actors. This article includes the results of a qualitative exploratory research that analyzes the cases of clusters derived from initiatives in regions of two countries with different levels of development: the Research Park of the University of Illinois at Urbana-Champaign, in the United States, and the ICT sector of Sinaloa in Mexico.
The study of these cases, in addition to knowing their particular characteristics, focuses on identifying if each of them has generated that dynamic environment based on trust and cooperation conducive to innovation. The results led in the identification of marked differences between the cases under study that allowed us to carry out diverse reflections that contribute in the study of this type of policies.
