The book, Four Decades of the Seasonal Agricultural Workers Program Mexico-Canada: 1974-2014, by Rosa María Vanegas García, Professor-Researcher C at the Directorate of Ethnology and Social Anthropology of the National Institute of Anthropology and History, represents a critical study of the Seasonal Agricultural Workers Program Mexico-Canada 1974-2014 (SAWP). Published in 2018 by the Ministry of Culture (SC) and the National Institute of Anthropology and History (INAH), the book comprises four chapters preceded by a prologue by Juan Manuel Sandoval Palacios and Iván Franco Cáceres. where they argue that current capitalism, by its very nature, requires the creation of a docile regional labor market, where migratory flows are controlled and regulated according to the needs of the receiving countries of labor, and where there are no legal conditions or organization for the defense and protection of migrant workers.
