The objective of this study was to design a procedure for the evaluation of Management by Values in a Cuban university, with the purpose of establishing an efficient mechanism for the management evaluation practices of managers in this educational center and perfecting the organizational strategy. The research that supports the results of this article was of a mixed type (qualitative-quantitative), in which, in addition to the design of this procedure, two evaluation scales of management by values were carried out, one for managers and another for teachers. The relevance and feasibility of these contributions was validated through their application in a Cuban university. For the purposes of this work, only the design of the procedure for evaluating management by values will be presented. The results of its partial application allowed the identification, evaluation and proposal of actions to improve the implementation of Management by Values, based on the analysis of the legitimizing leadership variables, expectations of rewards appropriate to effort, specific training and participation of workers and managers.
