Violence in Football, State Management, and Sports Security in Argentina: An Analysis of Public Policies, Legislation, and Social Control Strategies over the Last Four Decades (1983–2023)

This article analyzes the evolution of public policies and legislation implemented in Argentina to manage violence in football events between 1983 and 2023. With the return to democracy in 1983, the Argentine State began addressing this phenomenon as a public issue, which in the following decades evolved into a "security problem." This paper provides a chronological overview of the main laws and regulations that have governed sports security, highlighting their impact on the relationship between the State and the control of football-related violence. Additionally, the tensions between legislation and police practices are examined, which have shaped a security system influenced by "moral panics" and the media construction of the phenomenon. Through a discourse analysis of public officials and a study of the regulations, this work reflects on repressive strategies, the role of barras bravas (organized fan groups), and the experience of attending stadiums. Finally, the article frames violence in football as part of a broader process of social control and securitization in Argentina.
