A document is presented that was published in the official newspaper of the state of Sinaloa (Study Plan of the State of Sinaloa) that meant the change from Liceo Rosales to Colegio Rosales, the first secondary school and the second secondary and higher education institution. . This process occurred in 1874 during the government of the lawyer Eustaquio Buelna Pérez, for whom the improvement of education was a fundamental action to promote the development of the state of Sinaloa in all its surroundings.
